How It Works in the UAE

Experienced drivers have three faster routes than the full beginner course. (1) Exchange: licences issued by 57 countries can be replaced with a UAE licence without classes or tests; in 2025 Dubai RTA replaced more than 58,000 such licences (five GCC states, 38 European countries, 13 countries in Asia and the Americas and one in Africa). (2) Golden Chance: holders of a valid licence from a non-exchange country can go straight to the knowledge test and the road test without mandatory classes, but get only one attempt at each. (3) Reduced hours: if your home licence is 2–5 years old you need 15 practical hours, and 10 hours if it is older than 5 years, instead of 20. Exchange eligibility can depend on both the country that issued the licence and your nationality, so always check the current RTA list.

Key Facts at a Glance

What you need to know before you start:

  • 57 countries are eligible for direct exchange, including GCC states, most European countries, the US, Canada, Australia, New Zealand, Japan, South Korea and Singapore (check the current RTA list).
  • Many popular nationalities, for example India, Pakistan, the Philippines, Bangladesh, Sri Lanka, Nepal and Egypt, are not on the exchange list.
  • Golden Chance: no mandatory classes, about AED 2,000–2,200 in fees, one attempt at the knowledge test and one at the road test.
  • If you fail a Golden Chance test, you continue on the normal route (classes and tests) and the Golden Chance fee is not refunded.
  • Reduced hours: 15 hours with a home licence of 2–5 years, 10 hours with 5+ years (after a pre-evaluation drive).
  • A licence that is not in English or Arabic needs a legal translation.

Step-by-Step Plan

Tick off each step as you complete it:

Step 1: Check the exchange list

Open the RTA website or app and check the current list of exchange-eligible countries. Some countries are eligible only for licences issued there and only for certain categories (for example cars, not heavy vehicles).

2

Step 2 (exchange): Eye test, documents and application

Take an eye test at an approved optician, then apply through the RTA app or a Customer Happiness Centre with your Emirates ID, original valid home licence (and translation if needed) and pay the fees.

Good to know: Published estimates for the total exchange cost range from about AED 600 to AED 1,200 including the eye test, file and issuance. The new licence is valid for 2 years (1 year if under 21).

3

Step 2 (Golden Chance): Register at an institute

If your country is not on the exchange list, register for the Golden Chance at an approved institute (most large Dubai institutes offer it) or at an RTA Customer Happiness Centre.

4

Step 3 (Golden Chance): Prepare seriously for one attempt

Study the knowledge test material and book 1–2 optional practice hours (about AED 120–210 per hour) to learn UAE roundabouts, yellow boxes and lane rules and the local test routes.

Good to know: Experienced drivers most often fail on habits: missing blind-spot checks, rolling stops, no indicator, one-handed steering. One fail moves you to the normal route.

5

Step 4: Take the knowledge and road tests

Both tests can sometimes be booked close together, even on the same day. Pass both and pay the issuance fee.

6

Alternative: Normal course with reduced hours

If you are not confident enough for one attempt, the normal route with 10 or 15 hours gives you training and unlimited test attempts, at a higher total cost.

Realistic all-in totals

Licence exchange (eligible country)
AED 600 – 1,2001 day – 1 week
Golden Chance, both tests passed first time
AED 2,300 – 3,0002 – 4 weeks
10-hour course (home licence 5+ years)
AED 4,000 – 5,2004 – 8 weeks
15-hour course (home licence 2–5 years)
AED 4,300 – 6,0006 – 10 weeks

Costly Mistakes to Avoid

The mistakes that cost learners the most money and time:

Using the Golden Chance without practice

AED 2,000+ lost

If you fail either test you move to the normal paid course and the Golden Chance fee is not returned. Book at least one or two practice hours before the road test.

Letting your home licence expire

Full course required

Exchange, Golden Chance and reduced hours all need a valid home licence. Renew it before it expires if you plan to use it in the UAE.

Driving on a foreign licence after getting residency

Uninsured driving risk

Visitors can drive on a valid home licence or international permit, but UAE residents are expected to hold a UAE licence. Driving without the correct licence can void your insurance cover in an accident.

Practical Tips

Small things that make the process faster and cheaper:

  • Check the category, not just the countryExchange usually covers the light vehicle (car) category. Motorcycle or heavy vehicle categories may need separate training and tests even if your car licence can be exchanged.
  • Translations must be legal translationsUse a licensed legal translation office; informal translations are usually rejected.
